I read the end of the script this weekend from the book that was published and it clearly states Mr. White shot Eddie

In the commentary, Chris Penn said his Squib went off too early and that was the only shot they could afford. As a joke, everyone had a t-shirt asking who shot nice guy Eddie. Mr. White was supposed to shoot both Joe and nice guy Eddie.
