I got it from amazon.fr. Asia-diffusion has it for same price (the site if in french, but easy to use). And no, none of HK Video’s releases have english subs. But they have released lots of excellent stuff like Fist of Legend, Tai Chi Master, The Blade, Drunken Master (full cantonese), Just Heroes (Woo) Shanghai Blues, Terracotta Warrior, some Hideo Gosha films… Everything is uncut, remastered and with original audio/soundtrack.

The bad thing about HK Video is that their releases come with (player-generated) forced french subs. For me that is not a problem as I add english subs the their dvds myself (and naturally drop out the french ones)
EDIT: forgot to mention, HK Video will be releasing more Chiba films in the future, mostly titles that have already been released by Addness and Optimum. But they also have some new stuff like Dragon Princess
