Quentin's acting abilities
In Reservoir Dogs, he keeps smiling and grinning to the point where it gets kind of annoying. Also, whilst the other actors are saying their lines, you can hear Tarantino laughing his ass off, at one point he says “Jesus Christ” as if he is bigging his own dialogue up, but that’s besides the point, in that scene he is being quite unprofessional in my mind, t the point where it detracts me away from the atmosphere of the scene. His constant laughing/smilling/grinning actually distracted me. The other actors are playing it cool, letting their dialogue flow, and adding bursts of laughter or smart comments when appropriate, in an appropriate manner. QT however, is very unnatural. It is hard to explain, but if you watch it again you will see what I’m talking about. The guy can’t stop smilling/grinning/laughing.
I disagree entirely with what you’re saying, not that he isn’t doing what you say, but because it adds to the character he’s trying to portray, it doesn’t annoy, it adds.
In Pulp Fiction, there is a time when it seems QT had forgotten his lines, and is trying to remember them:

"Don’t fuckin’ Jimmie me, man, Don’t fucking Jimmie me hesitates a little, given away by the stutter There’s nothin’ you can say that’s gonna make me forget I love my wife."

It’s interesting to see that in the script it says:

–don’t fuckin’ Jimmie me, man, I

can’t be Jimmied. There’s nothin’

you can say that’s gonna make me

forget I love my wife.

This may prove my point that he (almost) forgot his lines. The part where he ‘hesitates a little’, indicates that he did forget his lines as he should have said “I can’t be Jimmied.” but instead repeated the line “Don’t fucking Jimmie me” and then goes on to say what was after the line he should have said. Maybe, this was intentional, maybe he thought it best to change the dialogue in the script a little. But who really knows?
Maybe he did forget, but in no way did this effect his act, lol, you really are knit-picking.
Yes I may be knit-picking at times, for example another query I have is that in Pulp Fiction, the scene where The Wolf is hosing down Vincent and Jules, Jimmie is talking and then he points at Vincent (it may have been Jules), and tells The Wolf “There uh uh uh” and then he just forgets about saying whatever he was going to say and nods his head in agreement because The Wolf had already done it. That point to me was very unnatural, acting wise. He should have finished off his sentence, or not said anything at all. Reading the script, there are no Jimmie lines there at that point, which suggests QT just improvised, which was a bad idea. A few actors can improvise and pull it off to great effect (or so I’m told).
The one time I do agree with you, slightly, I think him pointing and everything was fine, but he should have finished off his sentence, and what was most annoying was that The Wolf had already done it. However, it really didn’t make me go :o, I still think that he pulled it off pretty well.

Admittedly I have only seen QT in PF, Reservoir Dogs, and FDTD. From these films, I would definitely say he can act, and act well, FDTD is proof of that. Of course, when on screen next to George Clooney, you can see that he hasn’t the on-screen power the best select few actors have (including that of George Clooney). As Mickey_Worley said, QT ain’t no Robert De Niro, but he’s certanily a lot better than the majority of actors out there, even big-name ones.
