Because it wasn’t supposed to be an extended version. It was part of Grindhouse. The only reason it was extened was so that it could be released on its own! I’ll bet if QT knew it was going to be released as The 5th Film by QT he would have put a helluva lot more effort into. (I read somewhere too that QT prefers the shorter version?)
But that’s fine if you get just as much out of DP as his previous efforts… I’m not taking that away from anyone!
