In the script that is online O-Ren’s parents are killed by nameless Yakuza. He added Riki later, which to me means he decided he wanted a specific character and not nameless thugs. Perhaps he has a bigger story to tell in a prequel and added this to build on, leaving the specific mention of Bill out on purpose. Notice the story of how O-Ren met Bill is left out.
